Police found the woman’s body Monday in a parking garage for apartments at 2112 Wyndham Hill Dr. NE.
Dustin Daniel Mannel, 35, was arraigned on the four-year felony in Wyoming District Court. His bond was set at $15,000, and his probable cause hearing is set for Nov. 24.
