Bargaining teams representing the district and the Grand Rapids Education Association have met 21 times since May – and haven’t reached agreement.
Requiring teachers in five troubled schools to move to a 40-hour work week, up from 33.6 hours, was a main sticking point, said school board President Senita Lenear.
Other policies the board added to its short list for review include bullying, public participation at board meetings and advertising in schools.
