Dawann Allen, 31, was pronounced dead at the scene at Ottawa Street and Shoreline Drive in Muskegon.
Muskegon Heights police have declined to release any further information on the investigation.
Expect intermittent night ramp closures throughout the project. The project is expected to be completed in October though weather can alter the schedule.
Her identity is being withheld until authorities can notify family.
